Emergency Management Branch Dividing Line

During natural disasters the Buffalo District Emergency Management Branch conducts emergency operations to protect lives, alleviate suffering and remediate damage in accordance with Public Law (PL) 84-99, PL 93-288 and Army Regulation 500-60. PL 84-99 assistance includes flood response, post flood response (GAP), rehabilitation, emergency water, advance measures and hazard mitigation. PL 93-288 and the Federal Response Plan (FRP) provide authority for FEMA to task the Corps for technical support and direct recovery missions. This is accomplished through the Emergency Support Functions of the FRP. Typical missions/support include: potable water, ice, debris removal and disposal, temporary housing, temporary power and temporary roofing. Army Regulation 500-60 authorizes emergency assistance in life threatening situations using in-house labor and equipment only. Assistance under these three authorities is supplemental to local and State efforts and normally at the request of the State's governor.
